Does my commercial or public building need an EPC? The Govenment has brought in legislation that requires all commercial premises and public buildings to have a EPC by a certain date.
The requirement for an EPC is being phased in according to the following table:

First inspection of all existing air conditioning systems over 250Kw must have occurred by this date.

Does my commercial building need a DEC? The Energy Performance of Buildings Regulations 2007, introduces the requirements for Energy Certificates for new and existing commercial buildings.
A DEC certificate is intended to show how a building is being used. The information displayed is based on the actual energy usage, and shows an operational rating over a three year period.
Which buildings are required to have a DEC? A DEC and Advisory Report are required for buildings with a total useful floor area over 1,000 square meters that are occupied in whole or in part by public authorities and by institutions providing public services to a large number of persons such as:
Central or local government offices
NHS trusts
Places of education
Police buildings
Courts and prisons
Institutions providing public services including museums, art galleries and swimming pools
These buildings will be required to display their DEC prominently. The DEC should include the operational rating of the building based on actual statistics (utility bills & costings) of the current and previous two years (if available).
DECs are required to be updated and reissued every 12 months with the intention that improvements in the energy efficiency and usage are made every year.
